Request to speak to Council
If you have a concern about something happening in the Township, you are encouraged to first contact staff or your Council Member to discuss your concerns as some issues may not need a decision by Council and yours may be one which can be resolved at the staff level. Staff can provide valuable advice on many issues and may be able to address your concerns or assist in solving your problem without requiring a formal appearance before Council.
To speak before Council and make a presentation on a specific topic, please fill out the Delegation Request Form. This form details speaking time limits, procedures etc. Additional guidelines can be reviewed with the Procedural By-law before attending as a delegation. Delegates can either attend via Zoom, provide written comments or attend a meeting in-person. Staff will be in touch upon receipt of your delegate request with further instructions. Requests must be submitted by noon, on the Friday before the meeting. Inclusion of a delegation is determined on a first come, first served basis and regard shall be given to the length of the agenda.
Any person who wishes to appear before Council as a Delegation on a matter that relates specifically to a matter contained in the Regular Council Meeting Agenda shall submit a Delegation Request Form prior to the Regular Council Meeting. If your delegation request is regarding an agenda item, please reach out to staff and your Council Member for discussion.
Individuals who submit letters and other information to Council and its Committees should be aware that any personal information contained within their communications may become part of the public record and may be made available through the agenda process which includes publication on the Township's website.
Statutory public meetings
For statutory public meetings, you have the option of participating in person, by phone or via Zoom. Please contact the Clerk for more information or to be added to the meeting.
Closed Sessions
In some cases Malahide Township's Council will need to meet privately to address confidential matters. These closed meetings are not open to the public and are governed by the rules set out in Section 239 of the Municipal Act. Generally, municipal councils, local boards and their committees hold their meetings in public. They meet behind closed doors on occasion to deal with some matters. For example, if Council is considering purchasing a piece of land or if Council must deal with a labour relations issue, then it is appropriate that it be able to do so at a closed meeting.
Anyone wishing to question the appropriateness of a meeting of Council or a committee that was closed to the public may submit a Closed Meeting Complaint Form. A Closed Meeting Investigator will decide whether an investigation is warranted and if so, conduct an investigation and submit the findings and recommendations to an open meeting of Council.
